WebFQS, which was launched in October 2012, is FEMA’s effort to credential all employees in incident management or support positions, including the reservist workforce. Examples of reservist courses include field attorney training, and basic training in community relations and congressional affairs. WebFQS establishes the system for qualification and certification for the FEMA incident workforce through experience, training, and demonstrated performance. As such, it requires FEMA employees who work in these incident management and support positions to be formally certified for those positions.
